Bond for extraordinary leave, study purpose

Sir/madam, I am a central government servant with 3 years service. I got ugc fellowship for doing PhD. I want to apply for leave under ccs rule 32 extraordinary leave. Rule 32 e says (E) twenty-four months, where the leave is required for the purpose of prosecuting studies certified to be in the public interest, provided the Government servant concerned has completed three years’ continuous service on the date of expiry of leave of the kind due and admissible under these rules, including three months’ extraordinary leave under Clause (a). ans rule 32 3 a says (3)(a) Where a Government servant is granted extraordinary leave in relaxation of the provisions contained in Clause (e) of sub-rule (2), shall be required to execute a Bond . So my question is if I have qualifications mentioned in clause e of rule 32(2) do I need to submit a bond. ? Bcs rule 32 (3) a says person who gets leave in relaxation of the provisions mentioned in clause e needed to submit bond. I was thinking relaxation means relaxation from the condition(ie 3 year continuous service) mentioned in clause e
