Macp eligibility
Sir, I have joined in South Western Railway as SSE/Signal(GP 4600/-) and absorbed into South western railway after successful completion of Training. Thereafter, I have joined in Southern Railway as SSE/Drawing(GP 4600/-) through proper channel. Now, when I have requested for first MACP, my request was turned down stating that “on completion of 10 years from the date of regular absorption as SSE/Drawing” only I am eligible for MACP which contradicts office orders issued by DOPT & Railway Board letters.
In this regard, Para 9 in Annexure of vide reference of DOPT letter says, 'Regular service' for the purpose of the MACPs shall commence from the date of joining of a post in direct entry grade on a regular basis either on direct recruitment basis or on absorption/re-employment basis. However, past continuous regular service in another Government/Department in a post carrying same Grade Pay prior to regular appointment in a new Department, without a break, shall also be counted towards qualifying regular service for the purpose of MACPs only (and not for the regular promotions).
