Action by police against complaint of mental harassment

1. A senior veteran,presently aged 80 years, retired from IAF Nagpur, without any blemish in his entire personal and professional life, stayed with his wife and spinster sister in independent house located at Dharwad, Karnataka,since 2001. Upon the demise of his wife in 2010, and his sister in 2011, a neighbour aged approx 66 years, started harassing the veteran by asking the women tenants of his building , located adjoining to senior veteran, across a low compound wall ,to get inside their respective houses, to avoid evil gaze by the veteran, since past 8 years, despite veteran telling him to abstain from this wrong behaviour, as veteran is not casting any evil gaze upon women in the neighbourhood . The veteran maintains his distance from the neighbouring compound, but is unable to ignore the insinuating behaviour of the neihbour ,as it harms his self respect, in front of neighbouring women. 2. Upon confronted by the veteran, the neighbour asked for forgiveness about 6 years back, approx in 2016, yet continued with such uncalled for behaviour , soon afterwards, till date, ie 17 feb 22. Many verbal abuses and threats by veteran to neighour for improving neighbours behaviour have gone in vain. Personal meetings by veteran once, and once by his son, staying elsewhere,with two tenant ladies separately over two years, in 2019, and 2021,revealed that the ladies do not harbour any ill feelings towards the Veteran. 3. Primary reason for such actions by neighbour , as suspected by veteran is as follows;- a. To mentally harass him continuously, as neighbour is known to be an evil person since long, in the neighbourhood.. b. To intimidate the veteran for personal vendetta, and settling khandani differences. c. Veteran suspects the neighbour of hiring goons and doing jadu -tona ,to take his life. 3. Veteran has decide to lodge a complaint with local police station against continuous mental harassment by the said neighbour. Should the Police book the neighbour for cognisable offence, or just caution the neighbour to mend his ways? 4. If there is any adverse effect of neighbours actions on veterans life in future, due to lenient action by police, what is their accountabilty?
