REGARDING INTER SE SENIORITY
Himachal Pradesh govt. recruited Assistant Engineers (Civil) in HP.PWD department in the year 2013 through public service commission.
Details:
1. Date of advertising of vacancy : 1-9-2012.
2. Date of written test : November, 2012.
3. Date of appointment : 16-5-2013.
Recruitment was done as per R&P rules 2002 following the due selection procedure.
As per these rules:
• Direct entry quota = 25%
• From Graduate Junior Engineers = 25%
• From Diploma Junior Engineers & draughtsman cadre = 50%
Total 11 No. posts were advertised on contract basis and all direct recruitments are being done on contract basis since then.
From 1-9-2012 till 16-7-2016, H.P govt. promoted Graduate Junior Engineers in excess of their quota as Regular Assistant Engineers where as contract based Assistant Engineers (Direct) were regularized in 24-5-2017. Thus, Direct Recruits are being considered at the bottom in the seniority.
Hence , the graduate Junior Engineers, who also worked under us since May, 2013 to June, 2016 are being promoted and becoming our Executive Engineers due to violation of promotion quota w. e. f 1-9-2012.
It is therefore requested to guide in the matter please.
