Query regarding OBC certificate

I am currently living in Hyderabad. My father is a central government employee(employee category-c). He has been posted in various places in India. I belong to Settibalija community which is recognised as backward caste and included in the central list of OBC in undivided Andhra pradesh. But after bifurcation of the state new state Telangana is formed. Telangana government has not included our community in state BC list. But my community is listed in central list of OBC. My father has land from ancestors in Andhra Pradesh and also his BC certificate from our native place in Andhra Pradesh. The Tasildar of Telangana is denying to give OBC certificate as it is not included in Telangana state list of BC. The Tasildar of Andhrapradesh is denying to issue OBC certificate as we are not staying in Andhrapradesh. The address on our id proof is of Telangana. How can I claim my OBC certificate? Technically which state should issue my OBC certificate? I need OBC certificate for my higher education.
