Result declared on date of document verification.

I have completed ITI certification diploma in the session of July 2018 to July 2020. But the exams held on November 2020 to January 2021 in 2 stages due to corona 2nd wave. The result declared on April 2021. Simultaneously I had applied to the post of Junior draughtsman Advertisement in November 2020 and the last date of advertisement was 25 November 2020. Now the written exam was held on dated 25 July, 2021 and got selected for Document verification on dated 06 January, 2022. Now at the time of document verification the the officials said that you have to passes the essential qualification before the last date of submission of the forms. But the examinations were held late due to corona wave. The date wise events as under:- 1) Last date of advertisement of the post:- 25 November, 2020. 2) Date of written exam of the post:- 25 July, 2021. 3) Date of the result of ITI Draughtsman:- March, 2021. (usually before October, 2020) (Result late due to corona 2nd wave). 4) Exam month and year printed on the Marksheets:- July 2020. 5) Date of issue of certificate:- 30 May, 2021. (Late due to Corona 2nd wave). Now please help me to understand that the that the decision made by the Selection Board Official is right and acceptable or may go to the hon'ble court on the said subject.
