Same pan card issued to Two persons by the Income Tax Dept

Same Pan Card No. ***** issued to the two persons by the Income Tax Department. Regarding this issue i wrote a complaint to the Income Tax Department. In turn I have received a letter from Income Tax Department stating that I am the original Allottee of the Pan Card No. ...........and I have to continue with same. And with directions to the second allottee that to stop using the said pan card number since he is not the original allottee of the Pan. then Income tax department issued new Pan No. to the Second allottee. Second allottee.of the pan card got sanctioned many loans and credit card from several banks and became default. all these things are reflected on first allottee of pan no. because of this cibil score was came down. in view of the above i have rasied several complaints in Cibil and also with the concerned banks. nobody is co-operatiing. because of not my mistake unnecessarily i am sufferring, till now there is no improvement in my cibil score. my request is that how to get sought of the above issue. Please help me in this regard.
