Framing of charge sheet against a U.P. Govt. servant just before the date fixed for DPC

1. I'm a UP Govt servant. On the basis of departmental preliminary enquiry report of a complaint letter, disciplinary authority took decision on 01.05.2020 to proceed departmental proceeding for minor punishment. No further progress till date and no any communication to me. 2.on another complaint letter on the same points disciplinary authority ordered fact finding enquiry by department. In this fact finding enquiry nothing was found against me and head of department recommended to drop the complaint. But instead disciplinary authority handed over this complaint to Economic offences wing and ordered for open enquiry. The open enquiry i.e. preliminary enquiry is pending at the level of Economic offences wing till date. 3.My promotion is due and department has issued notice fixing thereby date for meeting of DPC. 4.now after fixing the date for DPC department disciplinary authority has ordered head of the department to frame charge sheet against me on the basis of findings in preliminary enquiry report mentioned at point 1. above all are the same points but in different complaint letters by different persons. Will disciplinary authority deny my promotion by issuing charge sheet just before DPC OR there is any remedial steps in my interest.Please advise me at the earliest.
