My previous company is not issuing experience letter and my settlement amount

Hi sir, My have worked in my previous company for 2 years. And served my notice period properly. My previous company is not giving my settlement amount and experience letter. They are doing this to all employees who left the company in last one year. Instead of giving settlement to an employee the company gives a mail issuing negative amount stating employee has to pay in order to get it. One year back company did one thing, they said because of covid situation instead of giving full salary company will give loan to employee for 2 months and beyond that things will be normal. And loan will be nullified within one year. If any one leave the company in that particular period of time loan amount will tally and wont impact on settlement amount. They said this but now they are not giving any settlement to anyone instead they say pay the amount and get the documents you cant go to court and fight alone we have panel of lawyers you cant win you cant pay that much amount instead pay the amount and go. I feel fed up and cheated. Can't we do anything against them? Is only money can rule this world and common man like us be cheated boldly by these people.
