Mental Harrasment, Manipulated- Delayed promotion, Financial losses conspiracy

My son-in-law serving in a Cent Govt deptt for 22 years, and being mentally- financially harrased by his senior officers for 6 years. They meanmake his requests, applications, claims, allowances and delayed-curtailed them violating the rules many time. As a part of conspiracy they have delayed his promotion by two year against sufficient number of already pre-allocated posts by manipulating/managing it on the date of Review DPC meeting. They fixed his pay six months late after his promotion. Now they making recovery by refixing his pay at a down stage without stating any reason and victimising him with Financial losses. They are not maintaining any hierarchy at staff level in office. It results an anarchy situation. By giving awards/incentives to corrupt/biased employees they using them against him. They are doing every possible adverse against him. They are not taking his written grievance on record, nor resolving the issues presented/raised by him. As such, he is very depressed sir.
