Damage to the property

We are three brothers residing in the same building on different floors. The eldest brother who reside on the 3rd floor is renovating his floor and causing damage to second & First floor respectively of his younger brothers. Due to the renovation work the wall / wall ceiling got cracks and there is continuous water seepages issues which has caused cracked ceiling, black fungus kind patches/ marks which looks ugly creates foul smell in the floors and there are cabinets/ wooden almirah / storage cabinets etc which will get damage in the coming weeks due termite issues as there is perpetual flow of water seepage which has spread in the entire floor not only in 01particular designated area. There has been instances when electric short circuit happened as the water got inside those electric boards. we are living in utter disgrace and causing mental imbalance to our daily life. the destroyers having been informed and brought to their notice multiple times, they are clearly denying on repairing and cooperating amicably. We have given written complaint to the police. Police replied this does not comes under their jurisdiction and advised us to move to the concern tribunals to file civil suit claiming damages. we have all video graphic - photogenic evidence of the damaged with us. Please guide in step by step manner to proceed further in all possible appropriate manner. Your kind help in this regarding is highly appreciated.
