How to vacate Status Quo Order given by HC against Permanent Injunction Order

Sir, We got Permanent Injunction Order in 2006 in a land dispute . After 125 days Delay that opponents were File a Second Appeal in High Court then High Court give a Status Quo Order saying that “ Both Parties are maintain Status quo as on today” . Due to 125 delay that second appeal was registered on jan 2016 and still pending. From last year that opponents were Making Criminal Trespassing to my land and making physical and mental harassment to us, for that Whenever we approach to Police they are simply refusing my complaint and saying that it is civil matter need to take position certificate from Revenue dept or thahasildar to take action against them. But these Revenue Officers also Refusing to give Possession certificate and saying your matter at Court Pending..is it any possibility to make a writ petition against officers who are not responding when violation of human rights and fail to take preventive action to maintain law and Order.. The Victims Of this case are senior citizens is there any special law or relief for senior citizen in High Courts to Speed up the Hearings.. we are Also file a Police Aid in HC in it is also pending...plz guide us
