Regularisation of contractual employee

Sir/madam, please find below circumstances, 1. Working in an autonomous body / society under Govt. Of India as Contractual Engineer from last 11 years without any break by extension of service period. 2. My employment was through advertisement and selction through interview panel. 3. 90% of the recruitment in the organisation was made in the same procedure. Initially all had to serve for 1/2/3 years of contractual service and then they were made regular. 4. In our center, before our joining, 8 employees who initially served as Contractual service for 1/2/3 years were made regular. But we 12 persons having served 11/12 years of contractual service are not been made regular yet. 5. Even the same advertisement was issued in nationwide circulated newspaper for recruiting personals in different centers and the recruited personals in otlther center got regularised after 2/3 years contractual service whereas 2 of us recruited for this center through the same advertisement are still serving as Contractual. 6. We moved to HC with writ but is 1st attempt the case was dismissed by the judge mentioning no provision after Uma Devi verdict. How strong is our ground for regularisation?? What should we do now??
