Non Payment of Salary and Final Settlement

Hi, I have an issue regarding the nonpayment of salary and final settlement from my previous company. On 20th March 2021, I resigned from the company because the employer wasn't paying my salary on time. At the time of resignation, I draft a final document having all the months that he paid and didn't pay with the reference number of transactions. At that time he said all the due amounts will be settled within this month (March 2021). I agreed and asked for the reliving letter as I needed that document to join another company. Then he wrote in the reliving letter that all the dues will be payed within 45 Days. Then he said 45 Days after the mail received. I was confused as I left the company on 20th March then why I have to wait for 45 days after I received the mail ( which I received in the next month 6th April 2021 ). It's been more than 45 days and I haven't received a single penny from him. His reason being that company doesn't have any funds. How to go about it please help me as the settlement amount was huge.
