Regarding discrepancies in cgl 19 exam for filing case in cat court

This is to bring to your kind attention that we had appeared for the cgl 2019 exam conducted by the commission, whose tier 3 result along with normalised marks have been published recently. Though the exams were conducted in the fairest possible manner but still we would like to highlight some issues which have creeped up and have prevented us from competing with our fellow candidates on a relatively level field. The major issue pertains to the difference in the difficulty level of the quantitative aptitude paper of tier 2 exam, namely the relatively much easier 18th November shift. We do believe that there should be normalisation of marks in order to account for the inadvertent difference in difficulty level of the exams for a fair process. But in the current case, the candidates who had appeared for the quantitative aptitude exam on 15th and 16th of November have gained an upper hand which seems a bit excessive after the application of normalisation formula. It has been observed that in addition to increase in marks of the candidates who had appeared for their tier 2 quantitative aptitude exam on 15th and 16th November, the marks of most of those who had appeared for their exam on 18th November have been decreased. If it were within the tolerable range to account just for difference in difficulty level, it would have been fine. But it seems that in addition to the increase in marks of 15th and 16th November candidates which more than makes up for the difference in the difficulty level, the marks of the majority of 18th November candidates have been decreased drastically over and above the increase as mentioned above for the candidates of 15th and 16th November. In addition to this, due to decrease in marks as explained above, the candidates of 18th November shift having higher overall marks with somewhat less marks in quantitative aptitude paper have been placed behind those who had lower overall marks but more marks in quantitative aptitude paper. As the exam consists of tier 1,tier 2 english as well as tier 2 quantitative aptitude papers to judge the competency of candudates' skills and has equal weightage in the scheme of exams, but in the current case marks of tier 2 quantitative paper seems to have taken primacy over all other equally important papers. This has proved to be a double whammy on the candidates of 18th November and has pushed them out of the race to get a respectable job. Normalisation in this particular case has failed to enhance the level of fairness in the exams for which it was introduced in the first place. We have limited data of a few students available with us on the basis of which we have raised this issue. Can we file a case based on these facts in central administrative tribunal? What are the chances of winning such a case?
