Show cause notice for passport

Hi esteemed members of the law community, I had received a show cause notice from passport seva kendra. I had originally required passport for showing proof of citizenship which was required by my organization. As i had lost the passport a while back instead i applied for fresh passport rather than lost passport due to ignorance and was told to file an fir for lost passport - however when i raised the complaint with the police they canceled the request citing jurisdiction meanwhile i received my voter id card so i didn't take any further action on the passport application as the need was fulfilled. I received a show cause notice regarding the same today - what are the legal implications of this? The following information is mentioned in the SCN: 1.
