What legal action can be taken against abusive person/family belonging to ST/SC in India ?

We live in a commercial place and there is one family belonging to STSC community right across the street. They are all mentally ill. Over the years they have been abusive and scream out degenerated words. They don't come out of their property and rant from inside. Many people are really tired of them but no one dare to take any action fearing misuse of Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989 against them. All we is wait for them to calm down. I think this is bullying and disturbing peace of our locality. What can be done in such cases. Note - based on my speculation, they are jealous and depressed because the two son are not married till date and are in their 40s. Their sister in 30s is also unmarried, father committed suicide. No tenants want to continue with them. Another story is that they blackmail their tenants with false cases against them in non bailable act to eat up all the security amount of rent. Please suggest the best action to restore peace in our society.
