Civil Suit Limitation

Respected Sir/mam, In year 2011, we are stucked in a civil suit, that I have purchased a plot, I give token money thereon, after that I transfer full consideration to party, and party give me full & final consideration, and power of attorney, & will for property. Due to certain reason I am unable not able to Registration of property. And after 1 month, that seller has sale the property sale the property to another person and registration done. I come to know this after 8 month that property is sale to another person. I approch seller and file a police complaint. And file 420 criminal case against party. But parallel I didn't file civil suit. In year 2014, court pass order against us, dismissed our case that case should be civil suite. Now I have 2 concern : - 1. My case is running in high court, case is admitted, but party is not approchable, not found on address, notice is remain unserved no. Of times. What is should do ? 2. Can I file civil suite now , with condonation of delay in 2021.
