House owner not returning the deposit money

Sir/madam, Am Ramakrishnan, I was married one month back, Me and my wife native place is Puducherry, now we are in Delhi , Am seeking job and My wife working in ILRI(International Livestock Research Institute, Delhi, as a Scientist and Communication Officer for South Asia region countries) from Puducherry to Delhi arrived date(5th march 2021). after marriage i had a friend in delhi, he told me one rented home is here, that house owner is advocate, you can stay here and that be safe. and then shared photos with me and saw only room photos, i thought its safe for me and my wife. I had to come to delhi (5th march 2021) but I talked to house owner that I am coming to delhi with my wife in 5th march 2021 at the month of december 2020,He told me that until then i cant wait for you,and if i get anyther tenant i will handover the premises to them, my situation is that i need to be there, so i hold the house first month rent Rs.10,500.+ security amount Rs.10,500.) total Rs.21,000. from 20th january 2021 to 19th February 2021, and second month rent 20th February to 19th march 2021 through by internet banking(am came delhi 5th march 2021)(he did not arrange any tenant agreement)( Above mentioned date (5th march 2021) we were stayed in that rented home, we paid advance security amount Rs.10,500. and as well as first month rent 10,500. and 3rd month 10,500. so we saw only in photos so we are disappointed its there is not enough facility there and not privacy and my neighbor bathroom and my bed room almost is near, that is why we decided to vacate that house immediately, we informed to house owner and that he said okay its your decision, and immediately arrange other house for rent after vacating things I asked advance amount to him, he ignore and refused me then again i was asking for advance then he replied me that you husband and wife are don't deserve to asking security amount. I dont know that what to do, i dont know language Hindi and we are new to Delhi and he is a advocate its all stress and depressing me please help me anyone
