Noise disturbance by the second floor residents & taking our Mental Peace & Sleep

Neighbor noises at the upper floor of the apartment Dear Experts , Greetings of the Day ! We are not aware of any existing laws or code of conduct which can help the situation we have been experiencing for some time now (for almost a year). It would be great if you could provide your valuable advice on how we can proceed and take legal actions against my neighbor.We have requested so many times & even had heated arguments followed by mediation by the another respected neighbor. We are residing on First Floor floor flat of an apartment building. I live along with my family & elderly father in law .On the 2nd floor there is this family presently six members.One of the family member (a boy less than 10 yrs ) has a habit of staying up late and making noises (by stomping on the floor ? moving objects over the floor ? I am not exactly certain how) late at night.The whole family is also habitual of sleeping late night & keep on moving from here to there which causes us sleep disturbance & my father in law has started taking sleeping pills twice a day now.I too underwent eye surgery but it's not fully healed due to lack of sleep due to this late night disturbances & early morning cleaning by the 2nd floor residents.The family keeps on telling that the structure of these houses is like that only so the noise disturbances are obvious.We have asked other residents & also the family on ground floor but they all denied such disturbances. My father in law is nearly 90 and it is of utmost importance that he gets a good night sleep. Unfortunately he is a light sleeper and wakes up hearing these noises at night. We approached our neighbors about these noises but they responded in rather hostile manner and told that they will try to control but always put blame on their small kid.We are surprised how everytime he can be present in all the rooms. I don't think trying to talk some sense into them would work anyway as we have talked many a times.I don't want to take law in my hands but we have lost our peace of mind & restlessness.This family is not feeling the pain & agony which we are suffering.They suggest us to install sound proofing. I have not approached the police yet as I am unsure of how to put a complaint which can make sense to the police as essentially what I am saying is that we are disturbed due to my neighbors choose to make use of their own flat's floor in an ungodly hour as nobody is staying above their house as it's the last floor.I don't know if the law has something to prevent such things and how I would prove it that those noises are creating issues. There has been some talks about the house's construction not being proper and thus any small noises are amplified and carried to us somehow, but my ground floor family doesn't hear such noises from us.
