Denying permission to go abroad

Sir, Our son is studying abroad and is successfully completing his course and will be graduated on the 14th of May 2021. Me along with my wife are planning to visit USA to attend his convocation as it has been our life's dream as parents. My wife is working in a government aided high school. Therefore she applied to the correspondent of the school for No Objection and permission to leave the country for a period of 30 days starting from 3rd May to 6 June 2021. He is supposed to give no objection and after that the District Education Officer who is the sanctioning authority will give permission. In the context my wife is facing problem from the correspondent who is no other than his own brother who is not giving no objection and forwarding the file to the D.E.O. giving a fake reason that the students will suffer if she leaves the school for so many days. There are some family issues regarding the property that's why he is taking revenge against her and harassing her mentally. She applied for the permission on the 5th of February till date he has not given any reply. He is saying that he will see how they will go with out my permission. I approached the District Educational Officer but She said that she can give permission only if the Correspondent give the no objection. In this context I want to know 1. Is there no way that we can get justice in this matter 2. do we have to silently bear this kind of unjust treatment 3. Cant we approach the court of law and get directions to get the NOC Please advice me sir The
