Pay protection

Good after noon, sir i have been selected on the post of divisional accountant in cag (4200 gp) and joined the service on 5 aug 2020,previously i was in gst department on the post of gst inspector(4600 gp) and i technically resigned from the post of inspector on 31 july 2020. i applied for the pay protection in sept.2020 to cag bt they rejected my pay protection as per dopt circular no.F. No. 12/2/2017-Estt(Pay-I) dated 5 aug 2020's point no.(4) --- pay protection available to those who came on lien i again applied for the pay protection stated that i resigned form the gst insector post (4600) on 31 july2020 if i know about the 5aug 2020 circular i will definetly come on lien bt they again (cag) rejected my request as per dopt circular no.F. No. 12/2/2017-Estt(Pay-I) dated 5 aug 2020's point no.(6) --- this order takes effects from 1.1.2016. will i get the pay protection? *i gave exam intimation through proper channel * i have technical resignation * i have proper relief order joined gst inspector(4600 gp) on 11.09.2018 got technical resignation on 31.07.2020 joined divisional accountant ccag(4200 gp) on 05.08.2020 please give valuable suggestions, shall i approach to court reg. above matter
