Notice time for EGM?

I stay in a gated community where the President himself has misused his powers to carry out undue civil work on common area, which could cause great disturbance to several aspects of the residents. Of the 58 site owners, about 27 of them have requested the MC to stop work and have requested for an EGM in 7 days time. But the MC says they have to give 21 days notice, based on the bye laws. The bye laws, mention about EGM in its section on meetings. Another point in the section says that 21 days notice should be ORDINARILY be given for meeting. Although this point is pertaining to GBM, the MC wants to see it otherwise and are relating 21 days notice to EGM, which we feel is undue. Here are the clauses. 7. GENERAL BODY MEETING a. The council of management shall call for a General Body meeting os all the residents of the association atleast once in every 12 months. b. An EGM will be called by the president on receipt of a notice, in writing, by atleast ten members, giving reason for such a meeting. EGM meeting shall be called within one month from the date of receipt of such a notice. c. At least 21 days notice shall be Ordinarily given to members before such a meeting is convened. d. The quorum for GBM shall be 10 members of the association. .. and so on Please let me know if we can force for an EGM in a shorter time, since the situation is matteroffactly very urgent.
