Regarding Transfer

Hi, I am working in a PSB and my wife is working in a PSU. We are married since May 2017. At that time I was posted in Hajipur Bihar and My wife was posted in New Delhi. I made a transfer request for Patna / New Delhi but due to COVID general transfer was stopped and it was stated that general transfer will commence from March2021 but one notice came that those who are stucked somewhere they can make transfer request so I don't replied for the same as it was for those who are in urgent or emergency grounds. But general transfer commenced in August 2020 and I was transferred to Maharajganj Bihar in August 2020. And My wife got transferred too and she got transferred to Patna Bihar in January 2021 . Now I am asking for transfer near by to Patna or in Patna so that I can live some family life and have a healthy work life balance. I need guidance how to ask for the same on government guidelines for transfer by DoPT. I want to know on what points should I ask for the same also my mother resides alone at Patna and my permanent resident is in Patna only.
