Past service count
Re-fixation of basic pension of Sri Sujit kumar sikdar, Ex-Lecturer in Mechanical engg. Women’s Polytechnic, Kolkata-700068 after getting past service count as per Govt. order vide no. 18-TET(POLY)/1S-02/2016, Dated, Kolkata, the 7th January,2020 ( Copy enclosed)
I, Sri Sujit Kumar Sikdar, an ex W.B. Govt. servant, joined above Polytechnic as Lecturer in Mechanical Engg. on 18/03/1980(F/N) and retired on 29/02/2004(A/N) after completing 23 years 11 months & 11days=24 years service at this Institute. As such his basic pension was previously fixed on pro-rata basis as the pensioner had less than the maximum required length of qualifying service (i.e. 33years) for getting full pension.
Prior to that Sri Sikdar served as Workshop Foreman at Swami Mahadebananda Shilpa Vidyapith, Barrackpore, a Govt. Sponsored Junior Technical School from 05/08/1969(F/N) to 17/03/1980(A/N). He prayed to the Govt. for counting of his past service mentioned here in above with his service as Lecturer in Mechanical Engg. at Women’s Polytechnic, Jodhpur park, kolkata-700068 for the period from 18/03/1980 to 29/02/2004 towards pensionary benefits. Now the Govt. considered and approved his prayer by letter vide no.18-TET(POLY)/1S-02/2016, Dated, Kolkata, the 7th January, 2020 ( Copy enclosed). . As such the undersigned met the Principal, Womens’s Polytechnic, Jodhpur Park, Kolkata-70006 on 17th January, 2020 with a request to do the needful so that he can get the pensionary benefits at an early date. As the principal is the pension sanctioning authority (PSA) so I requested her to send all my service books along with necessary documents to the Accountant General, (A&G), West Bengal for approval from their end after entering this order in my service book along with brief notes in regards of re-fixation of my basic pension considering my past service count.
Besides this as per the advice of the Principal I met Sri Ardhendu bose, dealing person (Head Clerk) one year ago & helped him to write & enter the above mentioned order in the service book along with the preparation of other necessary documents. But already one year was gone no action was taken by the Principal to send the completed service books along with necessary documents to the Accountant General, (A&G), West Bengal for approval from their end till date in spite of several requests in written as well as verbally. This matter was also informed to the higher authority (Director of technical education & training, Govt. of West Bengal, karogori bhavan, New town) with a request to do the needful.
Under these circumstances, I, being a 77 years old and ailing person, would earnestly request you to give me advice what should I do. Can I go to the hon’ble High Court for justice & how long it will take to solve the matter?
