Modification of house plan from the Planing authority

Respected Sir., i have purchased a site in Arasinakunte Village at Nelamangala which comes under Benglauru Rural. I have approached an engineer to apply an application before the Nelamangala Development Authority to get the planing approval for ground and first Floor. he also applied the same. The concerned persons of the planing authority and Nelamangala Municipality have inspected the site and sent my file for approval. Thereafter challen has been generated and i have paid for Rs.55000/- in UCO Bank. after paying the requisite fee, i went to produce the said receipt to the Nelamangala Muncipality. At the time of producing the receipt i found the the enginner(Who applied the plan online for approval) has only sent the ground floor plan for approval before the NDA. I was shocked and asked the concerned persons to do the needful for modification for ground and first floor. But the Engineer told that we cannot refund the amount or modify the present plan. This is my present situation sir. can u please help me in this regard. yours faithfully srikanth
