Health hazard

The house adjacent to my parents place has been disputed since decades with several owners. However, there is a catering business been run. The house is dilapidated and at any p, re not can ckl,also and b re a life therapy to us. There are mice, rodents and all kinds of pests due to the poor sanitation and hygiene. This causes infestation in our placa and also constant smell of sewage and rotting food and garbage. The caterers bring their heavy cookware late night and early morning which creates noise and distrubs my parents sleep. My parents are senior citizens, live alone and both are sick, my father is on ICU care at home. The constant noise, smell and unhygienic surroundings and the fear of a collapsing wall next door is a huge stressor and hazardous to their health, even more so now with their deteriorating health. The business is carried our openly and has been for years, so i am assuming that this in cohorts with the local police. My parents being vulnerable have been succumbing to this and are not able to take it anymore. What can we do to make sure this threat to their life and well being is stopped.
