Harassment by neighbour's maid.

I live in a housing complex. About a year or so ago i spoke to my neighbour regarding his maid's behavior. I brought to their attention the fact that their maid had a habit of passing remarks under her breath everytime she passed me by, which made me feel uncomfortable. An accusation i can't prove because it continued happening in a discreet manner, when no one was around. So it boils down to my word against her's. Ofcourse her employer couldn't believe the charge i made and took her side. Since then our relation as neighbours has become strained and with their support she has now become even more brazen. Every now and then i face some form of harrassment. If i dry clothes on the terrace, i will find the clips deliberately removed. If she sees me she pretends to be engaged in a conversation over the phone, but says things for my hearing. Just before the Lockdown she took up employment in the flat opposite mine. Suddenly, i started finding garbage kept outside my door. Coincidence ! I dont think so. I think it was done to spite me. I know it is her doing, because she is angry that i complained about her. Thus, she is the only one who has a score to settle. Since there is no cctv to prove she is doing these things and with the support of her employer she keeps getting away with such forms of harassment. After the last incident i lost my cool and had an argument with her employers over the matter. To which they replied "if you have problems put up a camera". A camera won't solve the underlying issue because such incidents are not restricted to a particular area. I can encounter her anywhere in the complex and be faced with the same harrasment. It was very insensitive of my neighbour to say such a thing. Perhaps if it were his mother or sister facing the issue his attitude would have been different . Just to put on record during the verbal argument with my neighbours, the maid was confronted about placing garbage outside my door, which she blatantly denied doing but magically after that day this has stopped. So isn't she guilty ? If it was not her doing they why did the incident stop after the argument ? It should have continued happening. Even though this incident proves she's guilty no action has been taken. Till date she continues to be emoloyed here. While this continuous harrassment has upset me mentally it has given my neighbours something to laugh about. I would like to know what measures i can take to stop this from happening.
