Can college demand demand fees from students leaving

I've done my BALLB 1st year from Ajeenkya DY patil university, pune. Now I'm trying to get transfer from this college to another college due to financial problems. My college had asked students to fill up the readmission form in order to continue their studies for the next semester and I didn't filled up the form because I didn't wanted to continue my studies in this college. I also notified my intention to quit college to the college administration by sending an email through my personal email id but the college official refused to accept email as it was not been sent from college's official student's email id. My problem was that I was facing technical issues with that email id because of which it was not working on my phone. Still I requested the technical staff regarding the problem but he said that it was just a mere server problem. But the issue was not rresolved.I somehow notified my intention to discontinue from college by sending mail from my friend's official college email id but still they rejected the application. They wanted me to send application from only my college's official email id . And now when my college email id is working they're saying that u have notified me your intention two months later hence you have to pay one semester's fees . I said why should I when I haven't filled up your readmission form. When I haven't shown my intention to proceed further as a student of your college then why should I pay fees ?. Then why they were asking students to fill the readmission form if they wanted written notice of discontinuance from college. Because of this college I'm facing huge financial trouble . Please help me
