Transfer of bond obligation

Sir, I filled the vacancies for store keeper at AIIMS Jodhpur and AIIMS Bhopal in 2018. Result for STORE keeper of AIIMS Bhopal had declared in May 2019 and offer of appointment issued in June 2019. I was joined at AIIMS Bhopal on 06.11.2019. At the time of joining at AIIMS Bhopal, I had mentioned about applying in AIIMS Jodhpur for store keeper (Column-9 of Character Roll refers for “Whether you have applied for any other post in any Department/ Office). Result of AIIMS Jodhpur declared on 05.11.2019 because of court litigation and offer of appointment issued on 08.07.2020. As such, I served one month notice for resign the AIIMS Bhopal on 21.07.2020 to join AIIMS Jodhpur along with a request for transfer of bond (As per OM No. 28021/1/84-Estt© dated 14.11.84 Ministry of Home Affairs, Government of India) for remaining period at AIIMS Jodhpur. AIIMS Bhopal regretted my request (dated 21.07.2020) for transfer the bond vide letter dated 18.08.2020 stated that “your appointment is not subject to the condition of transfer of bond” and directed me to deposit bond money amounting to ` 2 lakh. As no such condition was mentioned in offer of appointment and format of bond and AIIMS Bhopal was well known about applying in AIIMS Jodhpur for store keeper.
