Payment of surety bond to previous employer

Respected Sir/Madam, I, Kamlesh Chandra (Ex Service Man) an employee of Kendriya Vidyalaya Sangathan (Autonomous Body of Central Government) working as LDC in the organisation. The following is for your kind consideration and further guidance to me:- 1. I have joined Kendriya Vidyalaya as LDC on 5th Sep 2019. 2. Before joining I had applied for SSC CHSL-2017 & result for the same declared on 20th Dec 2019. 3. At the time of joining i.e. 5th Sep 2019, I informed to my Principal regarding govt jobs for which I did apply before joining KVS. 4. Now my new department i.e. Ministry of Defence has completed my pre-joining verification process and joining letter likely to be issued in November 2020. 5. According to KVS joining letter, at the time of joining KVS, I had submitted a surety bond of Rs. 2 Lakhs stating that if I resigned during the probation period i.e. 2 years then I will deposit Rs. 2 Lakhs in the KV. 6. DoPT’s guidelines are if a govt employee resigns from one govt department to another department, in this case bond is not to be imposed and the same will be imposed by the new department in case of the employee resigns before completion of remaining probation period. 7. But KVS is not relieving without paying above surety bond amount. 8. Even my new department i.e. Ministry of Defence has carried out my verification from the following authorities:- (a) Principal KV Irlapadu, Dist Guntur (AP) my present school. (b) DM, Dist Guntur (AP). (c) Records The GRENADIERS, Jabalpur (MP), my Army Record Office. (d) DM, Dist Dehradun (Uttarakhand), my home town.
