Water leakage issue from above flat

I have a water leakage issue from past 1 year. I am living on first floor and leakage is coming from 2nd floor flat.I have contacted the owner of 2nd floor flat regarding the water leakage but everytime he gives excuses that even his flat is having water leakage issue from 3rd floor flat. I have also written a letter to the society and society have written a letter to both flat owner to fix the issue which they agrees but 2nd floor flat owner said that he wants his flat water leakage issue to be resolved first then he will fix his flat water leakage issue. 3rd floor owner is saying that he don't have money now to fix the leakage issue because of lockdown Now it is almost 2 months now but nothing has happened. I also tried to took help from police but they said this type of issue they won't handle and asked me to approach to VVMC. I checked with society again they said they can tell to both the owners to fix the issue and can't take any action beyond that. I am literally stuck between both the flat owners and I can't live in my flat anymore nor does I place it on rent. Please help me I am in bid problem right any help from anyone will be more helpful to me.
