Non creamy layer verification certification for general merit

Sir, we have rural study certificate of my son from 1st to 10 th std. to claim seat through Kcet in karnataka, as per kea, we have to submit non creamy layer certificate of general merit,with rural study certificate, so we applied for income certificate as well as verification certificate to concerned department with necessary documents. We ( me and my wife) were not any govt service employees, I am doing bussiness and every year we are filing ITR. My annual income is as below: year 2017 -18 :- total Gross annual Income is Rs.9.12 L ( me and my wife) and taxable income is for the same year is Rs. 7.77 L. 2018-19 :- total gross annual income is Rs. 9.0 L and Taxable Income is 8.13 L 2019-20 :- Total gross annual income is Rs. 7.98 L and Taxable Income is 6.98 L As per My IT returns.( From All sources means BANK FD Interest as well as Sb A/c Interest) I submitted Only last year ITR ( 2019-20) with other documents to get income certificate and Non creamy layer verification certificate for general merit. is it legal with last one year Annual income is below 8.0 lakhs to get NON creamy certificate to support Rural study certificate to claim seat in kcet Under Rural quota? I request your legal advice, if the above will not work , Iam not going to claim rural quota. thanks and regards , Nagaraj
