College forcing me to pay 2lakhs for M.Sc Nursing course discontinuation.

Sir, I have written exam for a govt staff nurse post and i dint get job, so i joined M. M.Sc nursing. After 8 month i got selected and i wanted to discontinue the course and join the job. College forcing me to pay 2lakhs for M.Sc Nursing course discontinuation to obtain my certificates. I have given bond to University under this clause 24.1 AGREEMENT BOND: (a) All the candidates joining the M.Sc (Nursing) course shall execute a bond on nonjudicial stamp paper of value of Rs100/- as prescribed in Annexure II to the regulations to ensure completion of the prescribed period of study or in default to pay Rs.25,000/- (Rupees Twenty Five Thousand only) by remitting the amount in favour of the Registrar, Dr. NTR University of Health Sciences, Vijayawada payable at Vijayawada and submit the receipt to the Principal of the respective Nursing College and the Principal shall relieve the candidate. Apart from this i was not informed that i need to pay the full fee for course discontinuation.
