Illegal Possession of Car

Sir I was resident of Dehradun Uttarakhand. Before one month from lock down I shifted to Chandigarh with Family. I had purchased a new car with Dehradun Uttarakhand Registration Number in 2007, financed by ICICI Bank. In April 2010 my friend's friend need that car for sometimes so we made a agreement that he will use the car and pay the emi til he use the car. We mentioned that in case he fail to pay EMI or any illegal activity done from this car or whenever i need it, he has to return the car. But between 2010-2020 I asked him verbally to return my car back but he didn't. I demanded my car back because he failed to pay emi on time and multiple emi was bounced till 2014. I paid penalties in 2014 and closed the loan. I filed a police report in July 2020 against that friend's friend to return the car but as we all know police did not do anything and asked me to file civil suit. Now my concern is where to file suit? What type of suit can be filed? Can I file suit in Chandigarh or I have to file the suit in Dehradun, Uttarakhand only.
