Relieving Procedure

Myself Deekshikha. I have a query, regarding which my previous Employer is not willing to give my relieving letters. The reason which he is doing is that I have been working with the client who is associated with them. I have put on my papers in my previous organisation in JAN and later on I started searching for new job and in meanwhile I came across the client company has opening on same profile. As I'm working with the client on third party payroll by then, My client showed upon interest and taken me on a permanent bases. I joined my client company directly on April only after the notice period is served in my previous organisation. There is no agreement to my current employer and previous employer on not to hire candidates from their company.
In my offer letter under non solicitation, it was mentioned that 'During your employment with Employer and for a year thereafter you shall not solicit any employee of the Company to leave their employment in order to join another company or provide services to another company/person/entity which is not affiliated to Employer. You shall also not directly or indirectly on behalf of another person or entity solicit or entice any customers or potential customers away from the company' I'm not aware of this completely. The rest portion in my offer letter does not have any obligations.
Also, My previous Employer withdrawn my PF without my consideration (I cannot see my previous organisation name in my PF online portal, I can only see my present organisations name on it) I have discussed with my current Employer, he has given six months of time to discuss with my previous employer and submit my relieving letter.
So now I'm in a dilemma, my previous employer is not at all willing to give my relieving letter and my last month salary in that organisation. Can you please suggest me on how to proceed further on this.
