Imposition of 107crpc by opposition

Dear sir/madam, I have purchased a land in 1954 & subsequently mutated on name of one of my family member. Meanwhile in1966 my neighbour by help of revenue officer in survey of 1966 made public property to some part of my land. I filed a case againest govt & subsequently won the case & again got the ownership of entire land . Now i have registry plus mutation of the land. My neighbour want to make that part of land to public again so he had installed a water pipe under govt.scheme on my land illegaly. I complained to circle officer,& Block devlopment officer both of them have decleared my neighbour action illegal & order to remove the pipe as soon as possible.meanwhile he has filed a complain in sdm office to impose 107 crpc. I want to do construction (fencing) on my land. Now my question is (1) can i do construction on my land whose title & mutation is on my name even if 107 crpc is imposed (2) can sdm impose 107 by police inquiry even if i hand them my court judgement,land registry,land mutation paper ,circle officar order, BDO order & all documets? (3) Does crpc107 stops me from doing any construction work on my land if registry plus mutation ( title of land is on my name) (4) actually my neighbour effort is to linger the matter so that i cant do construction on my land so i would like to ask can i file a request to sdm & police station to provide me protection for doing construction on my land stating that my neighbour is an opponent & he dont let me do construction work At present The title of land ( registry + mutation ) is on my name ,plus circle officer & BDO both have given in written that title is registerd on my name & any work of water pipe installation under govt.scheme is illegal as well as order to remove immediatly. The opponent is falsly filed a complained that this land is public land & i have made illegal possesion on it.
