Bike ownership change

Sir, I am the registered owner(SECOND OWNER) of a two wheeler, registered under Electronic city RTO Bangalore. I have sold this vehicle on 3rd of November 2019.He has agreed and convinced me that he will do the ownership change in 3 months.After that I have contacted him several time for confirmation of ownership change.but he didn't respond yet. Recently I noticed in Parivahan website, that I am the registered owner of the above bike till date. In fact I was in a hurry to shift from Bangalore to Kerala, I didn't get time to change the ownership. I understand ,from this website,all the legal procedures I am going to face now. Only one doubt I have to clear. Can anyone ( a group of beneficiaries)approach the high court or supreme court for a Public Interest Litigation regarding this mattor. (I mean, a certain period after selling the vehicle, the owner could get the relaxation of legal obligations by submitting a self attested affidavit ) In my case l have lost the sale letter,contacts, etc. Can any one please guide me Thanks
