Transfer of Gratuity from one PSU to another PSU on technical resignation

I served one PSU under Ministry of Railways for 2 years 9 months and 15 days. The Government decided to close that loss making PSU and employees were asked to apply for VRS scheme. As I was not willing to opt for VRS, I was sicerely looking for better opportunity. Fortunately, I got job offer from another PSU, under Ministry of Fertilizers before the last date of opting for VRS. I discussed it with my Managment and they agreed that they will release me immediately and also assured verbally that there will be no deduction from my balance EL against notice pay as there is no work in the Organisation. I put technical resignation and Company released me immediately. To my surprise, they adjusted my EL against notice period. As I had already assured my new employer that I will join on time, I was left with no option but to leave my old organisation without any argument. Later, I demanded my EL as well as Gratuity to be transferred to new Organisation. But there is no response to my several requests and even RTIs . It is two years now without any reply from my last Organisation. Kindly advice what option I am left with to get my legitimate EL and Gratuity dues transferred to new Organisation.
