Promotion to the post of professor of Economic under Career Advance scheme (CAS)

Regarding my CAS promotion from Reader/Associate Professor to Professor of Economics in North Orissa University, Baripada w.e.f. 2012 _______________________________________________________________ 1. This is regarding my Promotion under CAS from Reader/Associate Professor to Professor in North Orissa University. I was an employee of NOU from 18.11.2004 to 25.2.2019 including the period of lien from 26.8.2016 to 25.2. 2019. 2. The UGC Regulation 2010 superseded the UGC Regulation 2000 and all its subsequent amendments. This Regulation states that- In supersession of the University Grants Commission (Minimum Qualifications Required for the appointment and Career Advancement of Teachers in Universities and institutions affiliated to it) Regulation 2000 issued by the UGC vide Regulation No. F. 3-1/2000 (PS) dated 4.4.2000 together with all amendments made therein from time to time, the University Grants Commission hereby frames the following Regulation. (UGC Regulation 2010) (Annexure-1) 2. The HE Dept. Resolution No. 7883/HE dated 4.4.2016 states that - Those eligible for promotion between 31.12.2008 and 24.9.2013, their promotion will be as per the UGC Regulation 2010. (Annexure-2) 3. The letter of the Chancellor's office No. 956/SG dt 3.11.2016 concurred the HE Dept Resolution. It states that - In inviting reference to the Resolution of Higher Education Department on the subject noted above, I am directed to say that the above resolution may be implemented in letter and spirit. (Annexure-3) 4. Since my date of promotion was due w.e.f. 18.11.2012, I was to be considered as per UGC Regulation 2010. The advertisement of North Orissa University Notification No. 3108 dated 30.8.2016 clearly states that - Those who have been eligible between 31.12.2008 to 24.9.2013, their promotion will be as per UGC Regulation 2010. (Annexure-4) 5. That I applied for the post of Professor as I was eligible from 18.11.2012, which clearly fell between the stipulated dates 31.12.2008 and 24.9.2013. That the interview for the said post under CAS was held on 21.03.2017, which I appeared. That recommendation of the Selection Committee was approved by the Syndicate of the University on 29.5.2017. 6. That as I did not receive any communication from the North Orissa University, about my promotion to the post of Professor under CAS till the end of my period on lien (25.02.2019), I opted, after the expiry of my lien, to continue under F M University, which I had joined as a directly recruited Professor on 26.8.2016. That I retired from F.M University on 31.5. 2020. 7. I find from the records obtained through RTI, that the office of the Chancellor has held me ineligible for promotion under CAS as I was already a directly recruited Professor in F. M University.
