Mental harrassment by neighbour .

My father is a Govt employee. We reside in a Govt commodity on the top floor. Adjoining our floor there is no flat and hence slab remains open. Since year back when we shifted, people residing just below or flat started pointing out things and stuff they started being problematic with every thing we did. We did not have wires to hang clothes initially so we dry our clothes on that lady's wires residing below. After some time she started telling my mother to not put clothes there. We are aware she have probe too with not adjusting with 10 or so wires so my mom managed to get her own wires hung around the space left on the extreme end of the slab. She started having probe with that too. We asked them not to throw garbage in the surrounding from the slab and they simply increased the intensity with everything they can throw from slab. Whenever we tried to manage things by telling them something, the lady comes up like speaking loudly and dramatizing alot. My father leaves for office at 9 am and comes back at 7pm or so. The husband of the lady being employee in the same department comes up with everything he can to disturb us. Sometimes at 7 am he keeps shifting our stuff telling its waste and sometimes calls himself welder to mend and cut short our wires hung there. He has tried this many a times. Even when my mom or my siblings try to walk on slab or sit at the corner the man cycles there or asks his children to cycle there despite having a full fledged space adjoining parking space. We are tired of cooperating ignoring and tolerating such people since a year. We even called police when aur wires were broken and man was up again with welder but the lady is dramatic enough and they lied to everything police asked. She even come up with emotional issues like they belong to out of himachal that's why we are torturing them. My family's mental peace is completely destructed and none can focus on their studies here. She even fights and her husband provokes often to fight. The lady even assassinated my character and try to come up with issues and chaos whenever any of our relatives pay a visit to us. We have even restricted ourselves to the house and don't go out on the slab irrespective of the hotness in the top floor we don't go out since they keep taunting us 'this is Govt property and none can restrict us from doing anything." Please help esp when I don't have any proof and they lie constantly when we called police. Our mental peace is completely destructed and my mom is now suffering from depression.
