Deposit issue

So I rented this house and I kept it very clean. As per the agreement house owner said while leaving clean the house and paint it. I painted the house and cleaned it. Now the house owner is saying clean it like it was new. Actually I have cleaned and left it the same way I entered the house. Now he is not returning my deposit money saying it wasn't like this before. But the mediator who rented me the house informed that no one has ever left the house so neat and clean. I even asked the owner to take one month rent and clean the rest and take the handover as I was not in a mood to argue with the owner. But he was not even ready for that. He said I will give you 2 days clean as per my wish else pay the rent until you clean it. I requested him to come and check so that there is no confusion with the photographs. He said he will not come because of coronavirus issue. My 58 year old father has been running and making sure everything is fixed in the house. We have already spend 8k on fixing the house. Now still the owner is not ready give deposit. What should I do. Please help.
