Equivalence on education or claim of existing benefit for employees on promotion from Asst to AM

Sir, i have completed B.com in may 2013 and Two Years Foundation Course in may 2009 through distance education mode in Annamalai university after passing 10th SSLC in sep 2006 i have joined in central cooperative bank in the year 2010 on compassionate appointment as substaff (OA) and after completing UG in 10+2+3 pattern with Diploma in cooperation training i was promoted as clerk & Accountant in nov 2013 later in 2019 31st Dec seniority list was prepared by management im placed in the 81st position now my friends got promoted as Assistant Manager by jan 18 2020 even juniors than me now i am requesting to claim my existing benefit for promotion in by-law where i have completed 10 +2 +3 at the entry level accepted by the management but unfortunately Go Ms No.144 P& AR M Dept 20.11.2017 is under clarification that my 2 years foundation course certificate is not equivalent to +2 HSC but i got RTI reply from Director of School education by may 2013 that my two years foundation course is equivalent to +2 HSC (i have not enrolled or studied through OUS) i also have other reference like passed Judgement, GO, Dept Circular with Spl By-law, University Prospectus Please clarify me the issue and do the needful
