Passport reissue got in hold

Firstly, When my passport got lost- My passport was lost in jeddah abroad when I was in visa of 15 days after my passport got lost in jeddah I was no idea what to do but there I got suggestion that I should inform to the indian ambassy and there I got temporary passport but after I visited back to Delhi immigration they took temp. Passport and stamped cancelled on the pages but after I still had no idea as I was again giving my 12 exams after 11 month I saw that FIR should be also done so as soon i got this information I visited near police station and there police said you write that the passport was lost in here so Just did like that but when I took appointment in rpo then when I reach to (GO) granting officer he asked me that do you have emergency cer.? I said yes then he told me that Have to give him white passport (emergency cer.) an application for reason why I suppress the white passport as I had no idea and due to lack of knowledge that I had to bring emergency cer. Now what should i do???
