Appointment of ex servicemen in LIC

I have been selected in LIC assistant exam in ex servicemen category. I am still serving in Indian Air force and due to retire on 31 Jul 20. As per DOPT OM Ex servicemen are eligible to apply on year before discharge. I have submitted NOC issued by IAF during document verification. My NOC states that I will be released from IAF on selection to any civil post on producing appointment letter. I gave undertaking that I will join LIC within month after receipt of appointment letter but LIC has not issued me appointment letter and granted me time of 03 days in first instance and 12 days in second instance to produce discharge book as an proof of retirement. The case was with LIC division Meerut. I taken up matter with Meerut Division and LIC HQ Mumbai to grant me appointment letter with reasonable time to join. LIC Meerut Division said it has granted extension till 29 Feb 20, the date when 12 days completed. LIC HQ says that for recruitment of assistant Meerut Division is responsible. Pl confirm whether I can take up legal action with LIC Meerut Division for not complying with government policies. As I am serving defence personnel posted in Delhi. Can I take up legal action in Delhi High court against Meerut Division.
