House owner harassment - not refunding the deposit even after 3 mths

Dear Sir, I am from Bangalore and live in the area of Kadubeesanahalli. I moved flats within the same community towards the end of January. My earlier owner happens to be a land owner who owns bulk of the flats in the community. Typical of a tenant's situation, she's anyway deducted the one month rental including maintenance. Over and above that she made some manual bills for the carpentry work and plumbing work for a ridiculous amount with no one to ask her. I've compromised and let that money be deducted as well, since she is literally known to be a goon and most of the folks in the community fear her. Inspite of that my caution deposit of 120,000 is still stuck with her and she doesn't respond to my messages or calls, and blames the lockdown.Havent managed to recover the money till date. Can someone kindly advise the steps I would need to take to recover my money sooner. I would ideally need to get interest on the deposit for delaying the payment for close to 3 mths. In today's digital banking world am sure one cannot blame the lock down and quietly sit with others money. Hoping to get some respite here. Thanks, Sai
