What are acknowledgements & service reports? What next when respondents are not appearing?

The case number is LPA 642/2019 in Patna High Court. There was an earlier case (CWJC 3670/2019) filed by some students against some wrong answers issued by BPSC in the Assistant Engineer (02/2017) preliminary exams, who missed the cutoff by just 1 mark. The court ordered BPSC to form a fresh committee to review those answers but BPSC filed the LPA against the order and now our mains results are delayed due to the case. BPSC clearly says they can't publish the results despite them being ready as it will be considered as contempt of the court. We've been waiting for more than six months now. The respondents are not responding to the notices at all. In the last hearing, only two of the seven respondents appeared and therefore, the judge ordered fresh notices to be issued to them. And now nobody knows when will the case be disposed. More than 9000 candidates are suffering because of their fault. Kindly help us through the next steps and what's more to come? How further can they delay the disposal? Also, can you please summarize ex parte decree in this context? Thank you!
