PSK asking for name change news paper ad when I have never changed my name at all

Hello. My application has been put on hold at the verification counter B. They told me that my name in the address proof document (Aadhaar card) doesn't match my previous passport. My previous passport has an incorrect name and it was a mistake done in 2007 by the Passport Office. Now that my previous passport has expired, I wanted to update my current address as well as correct my name. But at PSK they are asking me to provide a "Name change advertisement in two local newspapers". My concern is why do I show such an advertisement when I have never changed my name in my life. All my documents have the same name except my expired passport. Even the matriculation certificate which I had submitted while applying for my previous passport back in 2007 has my correct name. This is a mistake done by the Passport Office in 2007, and now they are asking for a newspaper advertisement to correct their mistake. My concern is why do I put a name change newspaper advertisement when I have never changed my name at all.
