Need a solution

I attended a job interview and selected in all rounds .. but hr intimated that i will get a call from her ... but she didnt called me ... after 5 days i called her and she replied to come along with orginal documents for document verification... i went by carrying my orginal documents.. documents has been verified ... hr intiamated that i will recieve a call from the company but no response ... again i called her after 7 days but she is just postponing my work ... i have 1 year complete experience and 3 months of short service ... now hr stating that they wont recruit the short service candidates... i requested her and i stated that im raeady to talk with management for any issues but hr is not accepting ... later she said we call you after 1 day ... but she didnt called me till now approx 20 days ... later i called her but now she is saying that there were no vaccances available and also she stated that she will cal me toomorrow but she didnt called me till now.... when i tried to call to the company ... recieptonist was not connecting my cll to hr desk.... how can i file a case agains hr everytime when she says i waill call you tomorrow ... bbut no response from her is there any hr policy that comapny should not recuit absconded or short service candidate ... respond immediadly thank you
