What happen when Any Central Autonomous body not follow the DOPT.

Kendriya Vidyalaya Sangathan is Central Autonomous body fully financed by Govt. of india. In KVS Direct Recruitment they fill the post. but after some candidates Refuses, somes are joined but later on resigned also called dropouts. But kvs operate reserve panel only refuses candidates (or not joined candidates only). KVS also reply in RTI they do not consider Dropouts. Now what can i do in this situation. They do not follow own policy and DOPT. According to 1. KVS Policy: A reserve panel both for direct recruits and promotees to the extent of 50% of the main panel shall also be prepared while preparing the panels of these selections, so as to cover the contingency of drop outs or refusals during the validity of the panel. 2. DOPT Policy: The Fifth Central Pay Commission, in para 17.11 of its Report, has recommended that with a view to reduces delay in filling up of the posts, vacancies resulting from resignation or death of an incumbent within one year of his appointment should be filled immediately by the candidate from the reserve panel , if a fresh panel is not available by then.
